The temple Chugen-ji belongs to the Jodo-Shinshu sect. In 1228 a flooding was prevented by a Ksitigarbha Bodhisattvai and named the temple "Ameyami Jizo" (Rain Stopping Ksitigarbha).  Later "ameyami" turned to "meyami" (eye diseases).   People began to call this temple "Meyami Jizo" due to the belief that it was miraculous in its effects in healing eye diseases.
